Suspicious vehicle reported outside apartment

As discussed during the dispatch call, dispatch received a report of a suspicious vehicle parked near an apartment on Harvest Street in Albany. The caller described a man in a white Dodge with a flower on the door outside the property, but the caller had not personally checked on the situation.
