Power outage knocks out signals at Capitol and Mead in Appleton

As discussed during the dispatch call, radio traffic indicates power was intentionally shut off to part of the city because of a fire-related issue, causing traffic signals to go out near Capitol Drive and Meade Street. Officers coordinated portable stop signs for that intersection and used a vehicle to block traffic near Capitol and Winburn. Other unrelated calls included a minor crash with a vehicle in a field, a reported argument between a man and woman near South Third Street, a possible fraud call on South Wymer, a medical call for a man who reportedly fell and had a seizure near a store on West Wisconsin Avenue, and a separate medical call for an unconscious but breathing man named only by first name.
