Man intoxicated and armed threatens self-harm with knives

As discussed during the dispatch call, officers were dispatched for a welfare check on an intoxicated man at a residence on South Madison Street. Crisis staff reported he had called earlier saying he wanted someone to talk to and then talked about harming his genitals and masturbating. He reportedly has a history of self-harm involving his genitals and may be armed with knives, so units responded with urgency.
