Youth suspected of drug use behind Appleton business

As discussed during the dispatch call, officers were sent to a juvenile-related complaint near W Edison Ave in Appleton for four youths behind a business on the south side of the building. They were reported sitting on a bench near a bridge and throwing something off the bridge (possibly a life raft). They were possibly using drugs and/or intoxicated. No weapons were reported.
