Intoxicated man acting erratically at BP parking lot

As discussed during the dispatch call, officers were sent to a gas station parking lot on South Oneida Street for a report of a possibly intoxicated man wearing navy blue shorts, a white top, and a backpack. He was sweating heavily, had a hospital bracelet, and was reportedly saying things that did not make sense. No weapons were reported.
