Intoxicated man armed with knives threatens self-harm

As discussed during the dispatch call, officers were sent to conduct a welfare check on an intoxicated man at a residence on South Madison Street in Appleton. Crisis staff reported he had previously mentioned self-harm to his genitals and made disturbing statements, and he was reported to possibly be armed with knives. Units responded with an urgent code three response.
