Person with pipe in neck reported on South Street

As discussed during the dispatch call, officers respond to a possible medical and welfare concern at a home near South Street and Palm Avenue after a caller reported his wife was there with another man and may have a pipe in her neck. Emergency medical services were also dispatched.
