Intoxicated woman found by river at Beech and First

As discussed during the dispatch call, officers and EMS responded to a report of a woman lying near the river by Beech and First Street. She was conscious, breathing, and reportedly very intoxicated. She was assisted at a nearby residence on North Beech Street.
