Unanswered 911 call with background noise

As discussed during the dispatch call, dispatch received a 911 open line from a cellphone, reportedly located along a state highway near Ashland. Call takers heard only shuffling noises and could not reach the caller when trying to call back. Deputies were sent for a possible welfare or status check at the plotted location.
