Man yelling and standing naked in street by city park

As discussed during the dispatch call, officers responded to reports of a disturbance near the city park at 6th Street and Commercial Street, where a man was reportedly yelling at and harassing people and later was seen in the street without pants or a shirt. Separate radio traffic also mentioned a medical check for an elderly man feeling unwell at a different location.
