UTCC. staff states they were walking between Waller Creek and the nursing school when they noticed a bad smell coming from the dumpster and a cracked phone and a cracked tablet near the dumpster. RP states that buzzards also flew out of the dumpster when walking by on the northwest corner of the nursing building. The RP is available by phone.
