Reckless driving complaint on Highway 25 and 285

As discussed during the dispatch call, dispatch received a report of a gold Subaru on or near Highway 25 and Highway 285 driving slowly and apparently harassing other drivers by making obscene hand gestures. The reporting party is no longer following the vehicle but is willing to sign a complaint.
