Oh Jesus Christ, it’s probably a first or second amendment auditor. If he’s smart when the cops go to talk to him, he will say he’s exercising his rights and have a good day. I really liked how on the Fourth of July a few years ago. There were crowds of people runningshouting, active shooter, active shooter because they were scared and I think they really thought it was cool to say, and it ended up being a dude lighting, fricking fireworks by his car under the bridge.
