Loose aggressive dogs reported on East 4th Street

As discussed during the dispatch call, a caller reported two aggressive dogs outside a residence near East 4th Street in Beloit. One dog reportedly runs toward the caller when she tries to leave, and the caller is concerned for public safety and wants the dogs contained.
