As discussed during the dispatch call, officers were dispatched to a report of a suspicious blue SUV with New Jersey plates slowly circling near Hemlock Ridge, possibly looking for packages. The vehicle, believed to be a Land Rover Discovery that had been checked earlier, appeared to be dropping off packages as it traveled, but officers still planned to check the area.
