Vehicles tailgating loudly on private property

As discussed during the dispatch call, dispatch received a report of several vehicles and a UTV tailgating loudly on private property behind an apartment complex near Pearl Street and Johnson Street, blocking access to parking spaces. The reporting party said the building manager asked them to call police.
