Intoxicated man in wheelchair swerving in traffic

As discussed during the dispatch call, officers responded near Elm Avenue and 9th Street North in Bird Island for a report of a possible intoxicated man in a wheelchair swerving in and out of traffic. The man was later reported in an alley by a bar, apparently yelling at people.
