Suspicious vehicle and possible assault on Highway 78

As discussed during the dispatch call, dispatch received a report of a vehicle with hazard lights on blocking a lane near Highway 78 and Brenda Circle. The reporting party described a possible disturbance in which a man appeared to grab a woman by the arm and considered the situation suspicious.
