Small vessel struggles in choppy water near NY-31

As discussed during the dispatch call, a possible water rescue involving a small vessel struggling near a park on State Route 31 is reported. The vessel later appeared to be heading toward shore and seemed okay. The exact number of people on board is unknown. Units responded and later held at the docks.
