Possibly intoxicated caller reports stolen keys and teens outside a residence near Village Circle

As discussed during the dispatch call, dispatch advised of a Signal 38 near Village Circle. The caller reported her keys were stolen and said about 16 teenagers were outside the residence. Caller (name withheld) was described as sounding intoxicated and possibly Signal 26.
