Car repeatedly revving engine and honking horn

As discussed during the dispatch call, deputies were dispatched to a reported disturbance near West Street in the Riverview area involving a brown Chevy Malibu repeatedly revving its engine, honking its horn, and leaving and returning over about an hour.
