Welfare check on juveniles walking aggressive dogs

As discussed during the dispatch call, officers were dispatched to the area near FDR Boulevard and MacArthur Boulevard for a welfare check on two groups of juveniles who were reportedly walking aggressive pit bulls near a local restaurant.
