Clothing and possible decaying odor reported near creek on Owego Road

As discussed during the dispatch call, caller reported a suspicious condition near Owego Road: after swimming in a creek, they found clothing and noticed an odor of something decaying. Units were dispatched to check the area and meet the caller waiting in a pull-off in a white Dodge Durango.
