Oil spill creating traffic hazard at 13th and Richey

As discussed during the dispatch call, units responded to a reported traffic hazard at the intersection of 13th Street and Richey, where oil was apparently spread from 13th onto Richey. Additional medical units were dispatched to a separate report of a young adult female who had passed out, was seizing, and later became aggressive, with police already on scene.
