Semi backs up on I-35 in rain near Carlton scales

As discussed during the dispatch call, dispatch received reports of a semi truck that bypassed the weigh scales near Carlton and began backing up on I-35 in the rain against oncoming rush-hour traffic. Units coordinated a response, and it appears the truck later reached the entrance to the Carlton scales, where an officer planned to contact the driver on the platform.
