Driver slumped over in silver pickup on Foothill Road

As discussed during the dispatch call, dispatch received a report of a silver pickup stopped near the (number withheld) block of Foothill Road, where the driver was apparently slumped in the seat and there was a strong odor coming from the vehicle. The information was relayed secondhand through the reporting party’s spouse.
