Driving complaint: passengers hanging out of car windows

As discussed during the dispatch call, officers received a driving complaint about a gray/gray-green Camry with passengers reportedly hanging out of the windows after leaving Walmart in Carroll and heading into town (about a two-minute delay); no license plate was obtained.
