Semi hits power lines and leaves crash scene

As discussed during the dispatch call, dispatch reports a traffic accident near Cartersburg Road and Short Street involving a semi truck that was apparently tangled in power lines and may have torn them from nearby houses before possibly trying to flee the scene.
