Underfed dog with puppies reported in neighbor’s yard

As discussed during the dispatch call, dispatch received a report of a very thin dog that appears to have recently had puppies in a yard near the 600 block of 21st Avenue Southwest in Cedar Rapids. The reporting party is unsure if the animal is a stray or belongs to a nearby residence, and neighbors are reportedly not cooperating.
