Loose dog after chain breaks on Elm Street

As discussed during the dispatch call, officers responded to a possible animal complaint near Elm Street in Chadwicks after a caller reported a white and light brown mixed-breed dog broke its chain and was loose in the area. The dog was later reported to be lying near the location.
