Man disoriented and bleeding on South Columbia Street

As discussed during the dispatch call, a male subject appeared disoriented and possibly intoxicated near North Columbia and East Franklin Street, later reported to have collapsed and was bleeding near South Columbia Street by University Baptist Church.
