Driver reports hitting parked car in lot

As discussed during the dispatch call, a caller reported that they hit a parked car in a parking lot on Lexington Avenue and requested to make a report, stating they did not want it treated as a hit-and-run. Dispatch advised the report would not be taken over the phone.
