Female possibly intoxicated at Wilkinson and Old 12

As discussed during the dispatch call, a welfare check was conducted on a female who appeared intoxicated and was walking westbound near Wilkinson Street and Old Highway 12 in Chelsea. She refused to identify herself but said she had a ride coming.
