Phone threats over impounded car at Lehigh Avenue

As discussed during the dispatch call, dispatch received a threats complaint near Lehigh Avenue and Brookside Avenue in Chester. A caller reported that someone had made phone threats to kill her during a dispute over an impounded vehicle. Radio traffic later indicated that the person who made the threat was not on scene, but the owner of the impounded vehicle was present.
