There's a man walking torch traffic with slailing his arms, or if he's concerned about him and thinks he should be checked on, and is worried he could get hit. Walking southbound and the northbound shoulder, (name withheld) wearing shorts and a t-shirt carrying a bag. No further description. Again, that originated the 6.3. I-25 northbound 18, or 1652.
