Slow vehicle on I-94 shoulder near Clearwater

As discussed during the dispatch call, a caller reported a silver Chevy Cruze driving very slowly on the shoulder of eastbound I-94 near Clearwater with hazard lights on. The driver reportedly stopped at a nearby gas station and walked around the parking lot while acting in a strange manner before continuing on the highway.
