Woman reported down embankment near riverbank by office building on Washington Street

As discussed during the dispatch call, responders were dispatched for a technical rescue near an office building on Washington Street (near Harry Street) for a woman who was down an embankment by the riverbank and not in the water; injuries were unclear. Radio traffic also indicated it may be a psychiatric emergency and possibly related to a suicide attempt.
