Traffic control to move disabled FedEx truck

As discussed during the dispatch call, radio traffic suggests officers helped manage a possible traffic issue involving a FedEx truck near a park. They decided a tow truck was not needed and instead arranged to briefly stop northbound traffic so the delivery truck could be moved safely. An officer was also flagged down by a person at the park for an apparent request for assistance, and dispatch coordinated communications between units and a person who appeared unable to hear well.
