Trolley backs into vehicle blocking North Elm Street

As discussed during the dispatch call, officers responded to a reported traffic incident on the 500 block of North Elm Street where a trolley apparently backed into a vehicle and was blocking the roadway. The report did not come from anyone directly involved in the collision.
