Small mulch fire under bridge at Cecil and Highway 99

As discussed during the dispatch call, dispatchers received multiple reports of a small mulch fire under the bridge near Cecil Avenue and Highway 99, with smoke visible in the area. Fire and patrol units responded to access the scene from County Line Road and manage traffic on the southbound side of the freeway.
