Pickup and large tire blocking highway lane

As discussed during the dispatch call, dispatch received a report of a possible road hazard north of Cecil Avenue, where a white work pickup was stopped on the right shoulder and partially in the number two lane, with a large tire or wheel also reported in that lane near the county line.
