22-year-old female in hypnotic state with self-harm risk

As discussed during the dispatch call, emergency medical crews and law enforcement responded to a report of an unconscious adult woman in an apparent hypnotic or fugue state with earlier self-harm concerns near Wheeler Road and Rattlesnake Road. Responders initially approached with emergency lights and sirens and then downgraded to a non-emergency response when there appeared to be no immediate self-harm.
