Driver refuses to sign ticket on I-80

As discussed during the dispatch call, an officer conducting a traffic stop on westbound I-80 near the CA-113 interchange requested an additional unit after the driver reportedly refused to sign a citation. Radio traffic indicates the officer later reported being safe while still asking for backup at the scene.
