Group playing loud music from parked car

As discussed during the dispatch call, dispatch received a second noise complaint about a group of young men reportedly playing loud music from their car radios near the 200 block of East 3rd Street in Elkton. The involved vehicle is described as a red Dodge Charger with a black rear spoiler.
