Driver circles pedestrian and ignores sidewalk stop

As discussed during the dispatch call, officers responded to a driving complaint near a grocery store on North Ruby Street in Ellensburg. The caller reported that a gray Ford Maverick circled them and did not stop at the sidewalk. The reporting party first requested contact at a nearby bus stop and later requested contact at a school.
