Smoking vehicle on I-90 near exit 115

As discussed during the dispatch call, dispatch received a report of an older white passenger car on the right shoulder of eastbound I-90 just west of exit 115 near Ellensburg, with smoke coming from the vehicle. The reporting party had already driven past the scene.
