75-year-old male with COPD has breathing trouble

As discussed during the dispatch call, emergency medical services responded to a 75 year old male near Derby Road with breathing difficulties and COPD. The patient is conscious but weak and having trouble speaking between breaths. Rescue 74 is on scene near the county line.
