Runaway youth located on West Water Street

As discussed during the dispatch call, officers conducted a welfare check on a male who reportedly described himself as a runaway and had been seen lying near West Water Street and Fairmount Avenue. He was later contacted by officers nearby. Separate radio traffic also mentioned a 911 hangup on Chamberlain Street, a family dispute on a county road, and a caller meeting officers at a building on Lake Street about a possible hazard.
