Person fixing car in parking lot reported as suspicious

As discussed during the dispatch call, officers responded to a report of a man in an apartment parking lot near St Joseph Street working on a red Honda Civic, initially described as possibly suspicious after he removed the car’s bumper. An officer on scene reported watching the man and confirmed he appeared to be just fixing his car, and the call was cleared.
