Welfare check on toddler reportedly walking alone

As discussed during the dispatch call, officers conducted a welfare check after a report of a very young child walking eastbound along Lincoln Avenue near Mill Street without pants. A later update indicated the child appeared to be with an adult, but it was unclear if there was still a concern.
